The Foundation for Information Policy Research (FIPR), a leading government advisory group on internet issues, has written to the Information Commissioner arguing that Phorm’s ad targeting system is illegal.
In an open letter posted to the think tank’s website today, the group echoes concerns voiced by London School of Economics professor Peter Sommer that Phorm’s planned partnerships with BT, Virgin Media and Carphone Warehouse are illegal und the Regulation of Investigatory Powers Act 2000 (RIPA).
The letter, signed by FIPR’s top lawyer Nicholas Bohm, states: “The explicit consent of a properly-informed user is necessary but not sufficient to make interception lawful.
“The consent of those who host the web pages visited by a user is also required, since they communicate their pages to the user, as is the consent of those who send email to the user, since those who host web-based email services have no authority to consent to interception on their users’ behalf.”
Phorm claims that all sensitve data will not be profiled, but FIPR argues its “restricted sites” blacklist system will be ineffective because of the vast array of webmail and social networking sites web users now visit.
Bohm uses the letter to urge the Information Commissioner, Richard Thomas, to ignore the conclusions of the Home Office, which advised BT and the other ISPs that Phorm’s technology is legal. Thomas’ office first said it planned to look into Phorm on 29 February. It told El Reg it only learned of the ISP’s data pimping plans two days before they were publicly announced on 14 February.
Earlier today web inventor Sir Tim Berners-Lee said he would personally not want his traffic to be profiled by Phorm, and called on BT, Virgin Media and Carphone Warehouse to make the “service” opt-in only. ®
St Patrick’s ‘day’ moved to 15th!
March 13, 2008Worldwide celebrations for St Patrick’s Day could face disruption after the Catholic Church decided to move the Irish patron saint’s feast day.
Bishops were left with sore heads after they discovered the traditional March 17th festivities will clash next year with the second day of Holy Week.
Under the Church’s rules, the General Norms for the Liturgical Year and Calendar, the saint’s feast day does not rank as high as the Monday before Easter and has to be moved.
After much deliberation, Rome gave Irish authorities the green light to shift the official religious celebrations two days back to March 15th, which falls on a Saturday.
Fr Peter Jones, of the Liturgy Commission, insisted the move was necessary under the laws that govern the Church diary.
“It’s about the religious aspect of the feast and mass on the day. It’s not about whether it’s a public holiday or not, it’s not about whether sports events and parades take place,” he said.
“It’s about the Holy Day which can’t be observed on the Monday of Holy Week and therefore has to be transferred in accordance with the usual rules.”
In strict accordance with the rules, next year’s St Patrick’s Day should have been moved to the next available day in the Church’s calendar, which is April 1st.
But senior Irish clerics were anxious to keep the date as close as possible to the international civic celebrations, which are often planned many years in advance.
The Vatican approved the irregular step of moving the day backwards next year to January 20th, but details have only just emerged.
The last time St Patrick’s Day had to be moved was in 1940 when it was changed to April 3 rd because it coincided with Palm Sunday, the first day of Holy Week.

The Scoville scale is a measure of the hotness or, more correctly, piquancy of a chili pepper. These fruits of the Capsicum genus contain capsaicin, a chemical compound which stimulates chemoreceptor nerve endings in the skin, especially the mucous membranes. The number of Scoville heat units (SHU) indicates the amount of capsaicin present. Some hot sauces use their Scoville rating in advertising as a selling point.
The scale is named after its creator, American chemist Wilbur Scoville, who developed a test for rating the pungency of chili peppers. His method, which he devised in 1912,[1] is known as the Scoville Organoleptic Test. An alternative method of quantitative analysis, known as high-performance liquid chromatography, directly measures capsaicinoids and attempts to relate the measured chemical values to the Scoville scale using a mathematical conversion factor. Making vodka pills in 24 hours
March 6, 2008Recently, Chef Fabian was experimenting further with the Adria/Torreblanca technique of making ‘vodka pills.’ I use this word to describe the process of making liquid-filled candies by pouring flavored alcohol syrups into cornstarch and letting it set until a hard outer shell forms. The process is simple, but requires great attention to certain details and a clean approach. Actually, there is more than 1 way to achieve this. Fabian’s method employs a little of each different method.
